The Innovation and Entrepreneurship Education Alliance consists of 137 universities and 50 enterprises.
Initiated by Tsinghua University, the alliance aims to build a platform for universities to share their experience in innovation and entrepreneurship, deepen educational reform and nurture students' innovative and entrepreneurial spirit.

initiate的這種用法跟propose一致，兩者可以互換。同理，它們對應的名詞形式initiative和proposal也一致，可以互換。
例句：
The project was initiated by a group of celebrities, so it’s not surprising that it received lots of press coverage from day one. （這個項目是由一羣明星發起的，所以它從一開始就獲得了大量的媒體報道，這並不讓人覺得意外。）

PROPOSE
propose 作為「建議」的含義時，比 suggest 更加正式，我們來看幾個常見的句型：
propose sth （doing sth.）
The mayor proposed a plan for a new bridge. 市長提出建造一座新大橋的計劃。
He proposed dealing directly with the suppliers. 他建議直接和供應商打交道。
I propose going to an early film and having dinner afterwards. 我提議先去看一場電影然後再去吃晚飯。

She proposed that the book (should) be banned. 她提議這本書應該被禁止發行。

注意，propose 和 suggest 一樣，在表示「建議，提議」的時候，從句需要使用虛擬語氣。
propose a toast 請（大家）舉杯祝賀
前面提到過 propose sth 的句型，那麼如果 propose 的對象是 toast，那就是邀請大家舉杯祝賀。

propose 的名詞是 proposal
作為銷售人員，通常需要向客户提交一份 sales proposal，也就是「銷售建議書」。
